Documents needed to travel to Panama with a dog
Panama requires travelers to arrive with the correct veterinary paperwork, vaccination records, legalization proof, and home quarantine documents. The process is manageable when you organize the documents before you fly.
This page is meant to help you organize the paperwork and not repeat every part of the travel process. If you want the broader overview start with the Traveling to Panama with a Dog guide.
What documents do I need?
You should plan to travel with:
- Zoosanitary export certificate
- Apostille or Panamanian consular authentication
- Vaccination records
- Internal and external parasite treatment record
- Home Quarantine Request form
- Passport or ID copy for the person traveling
- Copies of key documents
- Any airline-required pet paperwork
Zoosanitary export certificate
The zoosanitary export certificate is the main document needed to bring your dog to Panama. It must come from the sanitary authority in the country you are traveling from and confirm that your dog has been examined and is in good health. In many countries your vet will start the process and the certificate will be issued, endorsed, or approved by the official export authority.
If you need the certificate rules in more detail see the Dog health certificate for Panama guide.
Apostille or consular authentication
Panama requires the export certificate to be legalized before travel. Depending on your departure country this may mean an apostille or authentication by a Panamanian consular office. This is one of the most important document steps. Do not treat the certificate as finished until you know which legalization process applies to you.
Vaccination records
Rabies, distemper, hepatitis, leptospirosis, and parvovirus among the vaccinations your dog needs. Your dog’s details, vaccine dates, and validity period should be properly documented.
Parasite treatment record
Panama expects internal and external parasite treatment to be documented before travel and needs to be recorded clearly in your dog’s veterinary paperwork. It should be easy for an arrival official to see that parasite treatment was completed and documented before your dog entered Panama.
Copies to carry
Bring the originals and copies of your dog’s key documents in your carry-on bag. Do not pack them in checked luggage. Having a clean travel folder makes the arrival process easier if an official asks to review more than one document.
What about airline documents?
Panama’s rules are separate from your airlines rules. The airline may ask for the same documents and it may also have its own forms, deadlines, carrier rules, or health certificate timing. Before booking confirm the rules for your exact airline, route, aircraft, and connection. For the flight side of the process read Flying to Panama with a dog.
Quick checklist
Before you leave make sure you have:
- Zoosanitary export certificate
- Apostille or Panamanian consular authentication
- Rabies vaccination record
- Other required vaccine records
- Internal and external parasite treatment record
- Home Quarantine Request form
- Passport or ID copy
- Copies of key documents
- Airline pet documents, if required
The arrival process is much easier if these are organized before you fly. If one document is missing, incomplete, expired, or not legalized correctly the animal may be held or sent back.
Frequently asked questions
Do I need a health certificate and vaccine record?
Yes. Panama requires an official zoosanitary export certificate, and your dog’s vaccine records should support the certificate and entry requirements.
Do I need the home quarantine request form?
Yes. Travelers are expected to submit the Home Quarantine Request before arrival. Embassy guidance says it should be sent three to five business days before entry.
Should I bring copies of everything?
Yes. Bring originals and copies in your carry-on bag. Panama’s arrival process is document-based, so it is safer to have everything organized and easy to access.
